Gentlemen,

I am directed by His Majesty's Minister to draw your attention to the question of the muggling of opium en beard British ships and to cring to your notice the substances of despatches which have been received from His Majesty's Jonsul-Jeneral at Chungking and His Majesty's Consul at ohang dealing with this matter and the cognate question of the searching of ships.

The whole question of the carrying of "pidgin"

er urmanifested cargo has to be considered but whereas in the case of ordinary products it is only the ship- ping companies and the Maritime Customs who are con- cerned, in the case of opium ether interests are involved.

His Majesty's Consul at Iohang writes as

follows:-

"There is a powerful movement at the present time among supporters of the National Goverment for a

vigorous peliay of opium suppression, and it is most undesirable that any needless opportunity should be given to them to advance the view that their efferts were hampered by British insistence on treaty rights and the carrying of armed guards en merchant vuosels.
